Purpose of the Paper

The purpose of this paper is to:

  • Provide the Board with a proposed Project Initiation Plan (PIP) for the project to assess whether to adopt, for use in the UK, Translation to a Hyperinflationary Presentation Currency1 (Amendments to IAS 21 The Effects of Changes in Foreign Exchange Rates) (the Amendments).
  • Obtain Board feedback on the PIP.
  • Request the Board's approval of the PIP.

Summary of the Issue

The International Accounting Standards Board (IASB) issued the Amendments on 13 November 2025 to specify the translation requirements for an entity whose presentation currency is that of a hyperinflationary economy, and either its own functional currency or that of its foreign operation is that of a non-hyperinflationary economy.

The UKEB did not influence the development of the Amendments due to lack of any direct impact for UK companies. This approach was agreed in its Regulatory Strategy 2024/252. The Amendments were developed under the IASB's exposure draft (ED) Translation to a Hyperinflationary Presentation Currency.

However, the UKEB is required to decide whether to endorse and adopt the Amendments for use in the UK as part of its statutory functions. The PIP covers the endorsement work proposed for this project.

Decisions for the Board

Subject to addressing any comments raised at this meeting, does the Board approve the PIP for publication?

Recommendation

We recommend the Board approves the PIP.

Appendix A: Project Initiation Plan Translation to a Hyperinflationary Presentation Currency (Amendments to IAS 21)

Purpose

A1This paper sets out the plan to assess whether to adopt for use in the UK3 the narrow-scope amendments Translation to a Hyperinflationary Presentation Currency (Amendments to IAS 21 The Effects of Changes in Foreign Exchange Rates) (the Amendments)4 issued by the International Accounting Standards Board (IASB) in November 2025. The Amendments specify translation requirements for an entity whose presentation currency is that of a hyperinflationary economy, and either its own functional currency or that of its foreign operation is that of a non-hyperinflationary economy.

A2The Amendments have an effective date of 1 January 2027, with earlier application permitted. The UKEB's statutory functions mean that it must consider the Amendments against the statutory adoption criteria5 before their formal adoption for use in the UK. The Board's aim would be to ensure adoption is completed in good time to permit UK entities to use the Amendments on the IASB effective date of 1 January 2027.

A3The UKEB did not influence the development of the Amendments due to lack of any direct impact for UK companies. This approach was agreed in its Regulatory Strategy 2024/252. The Amendments were developed under the IASB's exposure draft (ED) Translation to a Hyperinflationary Presentation Currency.

Background

A4The IFRS Interpretations Committee (IFRIC) received a submission6 about the application of IAS 21 and IAS 29 Financial Reporting in Hyperinflationary Economies on the consolidation of a subsidiary whose functional currency is the currency of a non-hyperinflationary economy (non-hyperinflationary currency) by a parent whose functional currency is the currency of a hyperinflationary economy (hyperinflationary currency).

A5Diversity in practice was observed because IAS 21 and IAS 29 do not specify whether the parent is required to restate the current year and comparative amounts presented for its subsidiary with a non-hyperinflationary functional currency.

A6To address this matter the IASB issued an ED in July 2024 to propose narrow-scope amendments to IAS 21. The amendments were intended to address diversity in practice and improve the usefulness of the information provided in the financial statements. The amendments specify the translation requirements for an entity whose presentation currency is that of a hyperinflationary economy, and either its own functional currency or that of its foreign operation is that of a non-hyperinflationary economy.

A7A summary of the main changes from existing IAS 21 requirements to the Amendments is included in Table 1 of this paper.

What has changed?

a) Key requirement changes
  • Add paragraph 41A to clarify the translation requirements for entities with a non-hyperinflationary functional currency and a hyperinflationary presentation currency. An entity with this currency combination is required to translate all amounts including comparatives at the closing rate at the date of the most recent statement of financial position.
  • Add paragraph 41B to clarify the translation requirements for when the economy of the entity's presentation currency ceases to be hyperinflationary and its functional currency continues to be non-hyperinflationary. An entity is required to apply the existing requirements according to paragraph 39 of IAS 21 prospectively.
  • Add paragraph 47A to introduce an exception to the key requirement for entities with a hyperinflationary presentation currency and who translate the results and financial position of a foreign operation that has a non-hyperinflationary functional currency. An entity is required to apply paragraph 34 of IAS 29, i.e. to restate the comparatives by applying general price index it applies to corresponding figures for the previous financial reporting period.
  • Add paragraphs 53A, 53B and 54A to complement the 'new' translation requirements with relevant disclosure requirements.
    • An entity is required to disclose the fact that all amounts in its financial statements, or the results and financial position of its foreign operations, have been translated at the closing rate at the date of the most recent statement of financial position.
    • In the case of translating the amounts of its foreign operations with a non-hyperinflationary functional currency, an entity is also required to disclose summarised financial information about its foreign operations and label the comparative summarised financial information to identify that the information is prepared by applying general price index in accordance to paragraph 34 of IAS 29.
    • An entity is required to disclose the fact that its presentation currency has ceased to be the currency of a hyperinflationary economy when it applies paragraph 41B.
b) Minor wording changes to the existing IAS 21 requirements
  • Amend paragraphs 39 and 42 to clarify the translation requirements for (i) entities with non-hyperinflationary functional and presentation currencies, and; (ii) entities with a hyperinflationary functional currency. The translation requirements for these entities are unchanged.
c) Consequential amendments to IFRS 19 Subsidiaries without Public Accountability: Disclosures
  • The same disclosure requirements from above apply.

Project Plan

A8The following factors have been considered when developing the project plan.

Proportionality Assessment

The Amendments have been subject to Public Consultation

A9The Amendments were issued by the IASB for public comment as an Exposure Draft in July 2024. The IASB received 32 comment letters, eight of which were from stakeholders based in the UK consisting of accounting firms and an accounting professional body.

A10Generally, feedback to the IASB from UK and international stakeholders supported the proposals, however, a concern was raised on the re-translation of comparative information for the results and financial position of foreign operations with a non-hyperinflationary functional currency. The IASB addressed this issue by introducing an exception in the final amendments.

A11In August 2025 the IASB staff circulated a draft of the final amendments9 to International Forum of Accounting Standard Setters members. The UKEB Secretariat was able to submit fatal flaw comments directly to the IASB staff.

A12The final amendments were published by the IASB in November 2025 and are consistent with those in the ED, except for the introduction of an exception on the re-translation of comparative information for the results and financial position of foreign operations with a non-hyperinflationary functional currency.

Significance and Size

IASB Project Scope

A13The IASB classifies the project as a narrow-scope standard setting project. The application of the Amendments will be limited to entities whose presentation currency is that of a hyperinflationary economy, and either its own functional currency or that of its foreign operation is that of a non-hyperinflationary economy.

Entities Affected by the Proposals

A14The proposals affect entities whose presentation currency is that of a hyperinflationary economy, and either its own functional currency or that of its foreign operation is that of a non-hyperinflationary economy.

A15Given the Amendments are narrow scope in nature and merely affect entities whose presentation currency is that of a hyperinflationary economy, no significant change in practice or material effect on entities' financial statements is expected in the UK.

A16The Economics team has performed research in February 2026 to understand the prevalence of entities potentially affected by the Amendments in the UK10. Based on the research conducted, the Amendments are only expected to potentially affect fewer than five entities.11

Complexity

A17The Amendments mainly provide additional guidance and specify requirements for entities whose presentation currency is a hyperinflationary currency. The Amendments are mostly consistent with the requirements in IAS 21 and IAS 29 and are not expected to introduce any new principles or change existing principles in the IFRS Accounting Standards.

Expected Timeline / Urgency

A18There is no indication of any need for urgent resolution or an accelerated timeline in the UK.

Expected Interest / Sensitivity

A19There is no indication of wider UK concerns in relation to this project.

A20Based on the proportionality assessment above, the UKEB regards this as a 'limited' project scope.

Resources Allocated

A21To undertake the activities described in this project plan, a project team has been assigned consisting of a Project Manager with oversight from a Project Director. The required resources are allowed for in the 2025/26 UKEB plan and budget. In addition, the economics team will proportionately contribute to the development of the contents of the economic impact assessment.

Setting up an Ad-hoc Advisory Body

A22Existing UKEB advisory and working groups have the necessary skills and expertise to support this project and will be consulted, as outlined in the project plan.

Project Timeline

A23The proposed high-level project timeline is shown below. This provides a best estimate based on information known at this time. If necessary, a revised PIP will be presented to the Board, to reflect any major changes, as the project progresses.

A24The proposed timeline indicates the UKEB's consideration of the adoption package at its July 2026 meeting.
